Jane Rathbun is a member of the Senior Executive Service, serving as the Deputy Director for Defense Business in the Office of the Deputy Assistant Secretary of Defense (DASD) for C3, Cyber, and Business Systems (C3CB) within AT&L. She provides program guidance and support to the Department’s core business systems development efforts, valued at over $7B. In addition, Ms. Rathbun leads multiple process improvement efforts aimed at optimizing governance, management and the delivery of Defense Business Capabilities. Previously, she served as the Chief of Staff to the DASD C3CB facilitating the coordination, synchronization and advocacy of cross-DASD business. Prior to her current tour in AT&L, Ms. Rathbun served as the Division Chief for Strategic Capabilities in the J1/8 Resources Directorate at the United States Africa Command, Stuttgart Germany from 2010 to 2014 leading analysis, advocacy and acquisition of capabilities and resources required to execute the Command’s strategy.
Ms. Rathbun received her B.A. in Political Science from John Carroll University and a Master in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University. She has earned top civilian service awards for her various efforts and contributions.
